Parks and Conservation Lands Director



Salary: $40.30 - $66.52 Hourly
$83,829.62 - $138,359.31 Annually
Master's degree in environmental or natural science, forestry, public and/or business administration or related field and five years progressively responsible, administrative and supervisory experience in environmental or natural science, forestry, public or business administration; or any  equivalent combination of related training and experience. Successful completion of a criminal history background investigation is required prior to employment.  
 

 Position Summary:
This is highly responsible administrative and managerial work directing the activities of the Alachua County Department of Parks and Conservation Lands.
 
An employee assigned to this classification is responsible for directing the programs and activities within the divisions of Parks, Conservation Lands and the Alachua County Fairgrounds including recommending to the Assistant County Manager, County Manager and/or BOCC program implementation, budgeting, fiscal operations, long and short range goal development, policy formulation and staff selection.
 
Work is performed under the direction of a higher level supervisor and is reviewed through conferences, reports and observation of results obtained.
 

 Examples of Duties:
Supervises and coordinates the activities of subordinate supervisors and employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and arranges for departmental training and orientation.
 
Directs and coordinates the programs in the divisions of Parks, Conservation Lands and the Alachua County Fairgrounds.
 
Provides recommendations to the Assistant County Manager, County Manager and/or BOCC relative to implementation of their programs.
 
Establishes and  implements standard operating procedures for various programs within the department; continuously reviews and  updates procedures as necessary.
 
Oversees the acquisition and stewardship of environmentally significant lands to protect, water resources, wildlife habitats and natural resources suitable for resource-based recreation.
 
Prepares the annual departmental budget request including annual work programs; tracks and  monitors the departmental and divisional  budgets throughout the year.
 
Analyzes and evaluates departmental policies; recommends development of new policies and/or revisions to current policies as appropriate.
 
Serves as the primary point of contact for land owners, leases, leagues, partners, vendors, citizens, elected officials and municipalities for all Parks and Conservation Lands responsibilities during regular meetings, over the phone, in person and in writing.
 
Establishes and maintains effective and positive relationships with the community.
 
Reviews all federal, state and local laws, rules and regulations governing the programs within the department; recommends changes to current County policies, laws, rules and regulations in order to maintain compliance.
 
Serves as a liaison with community and business organizations; provides information concerning available services and programs.
 
Works collaboratively with advisory boards: utilizes advisory boards for guidance and public opinion on current events and future vision of Parks and Conservation Lands.
 
Performs related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES
 
Thorough knowledge of the principles, practices, and methods of Parks and Conservation Lands, local government administration, and  their relation to the activities of the department.
 
Thorough knowledge of modern principles and practices of administration and organization including: budgeting, personnel, and  program review and  management.
 
Thorough knowledge of the purpose and scope  of the program areas within the department.
 
Knowledge of the laws, rules and regulations relating to the program areas within the department.
 
Ability to effectively supervise and coordinate the activities of subordinate supervisors and  employees.
 
Ability to communicate effectively, both orally and  in writing, including public speaking and  preparing written reports, memoranda and  graphic presentations.
 
Ability to research and collect data to make  sound  recommendations for program policies and  procedures.
 
Ability to develop objectives for the department's programs and  direct effective long and short range planning.
 
Ability to analyze and evaluate current program activities and  procedures. Ability to develop, prepare and monitor complex budgets.
 
Ability to establish and maintain effective working relationships with co-workers, elected officials, community interest groups and the general public.
