Information Technology Security Officer (IT Systems/APP Spec6)

The Information Technology Services Office within the Department of Ecology is looking to fill an Information Technology Security Officer (IT Systems/APP Spec6). This position is located in our Headquarters Building (HQ) in Lacey, WA. 

This agency level position is an opportunity to build from the ground up a fully functioning security program that protects Ecology's resources and data from security intrusions. This position works directly with the CIO and other agency executives and will supervise a team of up to six employees.

Ecology's Information Technology Services Office provides a variety of services to environmental programs, employees, and IT professionals and is made up of people dedicated to creating and supporting useful technology services that adapt for the future and support Ecology's mission.

Some of the key functions of the Information Technology Security Officer position include:

Supervisory Digital Security Systems Administration Functions:
  • Ensures Ecology's data is kept secure and confidential.
  • Ensures internal and external Ecology IT systems are designed and implemented for secure network and data file access.
  • Ensures server and desktop applications and operating system security patches are routinely installed according to state policy.  
 
Supervisory Digital Security Functions:
  • Utilizes expert level professional skills and business knowledge to actively support the ITSO and Ecology's mission, vision, strategic plans, goals and management decisions for the IT Security Organizational Unit.
  • Prioritize, monitors and control the daily workload activities of the technology staff assigned to the unit.
  • Provides regular updates to other ITSO supervisory staff about Security Unit IT activities and concerns.
  • Ensures that the Security Unit IT staff work proactively and collaboratively with other Ecology employees, statewide security entities and consultants.    
  • Represents the IT interests of the Security Unit at higher agency levels.
 
Technology Security Expert Level Functions:
  • Serves as the Agency's IT Security Officer and technical expert.  
  • Creates, directs, and manages the agency's security management strategies and practices to ensure that all of Ecology's information assets and their supporting technologies are protected.
  • Ensures that Ecology's technology security practices are aligned and compliant with the State's Enterprise Security Services requirements and future roadmap, and that Ecology is leveraging enterprise offered security services to improve Ecology's Security Program.
  • Represents the IT security interests and practices of Ecology at other agency level meetings.  
 
Supervisory Planning and Project Management Functions:
  • As a unit supervisor, understands the IT needs of Ecology's environmental and line staff.
  • Ensures that senior and expert level technicians develop and implement plans to address needed IT system changes.
  • Works with other Ecology IT staff and teams to implement technical charges.

 

Required Qualifications:

An Associate's degree or higher in Computer Science; Information Technology OR completion of a two year accredited vocational training program in information technology or related program

AND

At least six (6) years of recent security focused experience (within last ten years) to include experience with: active directory administration, malware detection, familiarity with network and information system security principles and test practices, experience controlling, labeling, virus scanning, and appropriately transferring data (upload/download) between information systems, and, knowledge of cyber security and risk management practices.

Additional qualifying experience may substitute year for year for education.
 

Desired Qualifications:
 
  • A Bachelor's degree.
  • Professional level experience consulting, designing, programming, maintenance and/or supporting work for moderate or large size organization.
  • GIAC certification, MISTI certification, CISSP certification, NIST training 

Special Requirements / Conditions of Employment:
  • This position is designated as overtime exempt because of its supervisory functions, the range of critical tasks performed by this technology position, and the impact of the independent actions that the position must administratively perform to directly support technology business operations.
  • A valid driver's license is required for the operation of state vehicles.
