Assistant General Counsel II -Personal Injury and Other litigation

DESCRIPTION
The Assistant General Counsel (“AGC”) II will help the Chicago Housing Authority (“CHA”) achieve its mission and goals, primarily by protecting its legal interests. The AGC II will represent the CHA in personal injury and other matters litigated in state and federal courts, in administrative hearings, and will provide advice to client departments. As needed, the Assistant General Counsel II will handle legal matters that have a monetary and/or policy impact on the CHA, including, but not limited to, the following issues and claims: employment, breach of contract, forcible entry and detainer, discrimination and fair housing, debarments, insurance coverage matters, ADA, writs of certiorari, and Section 1983.
 
SUMMARY OF PRIMARY ACCOUNTABILITIES
Examples of responsibilities of this position include, but are not limited to, the following:

1. Handling all aspects of litigation in personal injury and other cases, including serving as lead trial counsel in state and federal court, and in administrative forums.

2. Analyzing and evaluating housing choice voucher related cases to determine appropriate course of action that fairly balances various interests.

3. Providing research, factual information and counsel on housing related regulations, CHA policies, federal and state law, administrative hearing law, municipal ordinances, and case law.

4. Advising client departments, in connection with their oversight of Housing Choice Voucher Program vendors and Private Property Management, on how to achieve goals in compliance with applicable policies, rules, and law.

5. Assisting the Deputy General Counsel and other members of the Office of General Counsel or Client Departments as needed, including by preparing required reports.
 
EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Academic Level: Juris Doctorate Degree
  • Industry Experience: Other industries not listed
 
ADDITIONAL REQUIREMENTS:
This position requires a Juris Doctor degree, admission to the Illinois bar and good standing, and a minimum of seven years practice experience litigating and trying personal injury cases. Ideally, the successful candidate will be a member of the federal trial bar or will possess the qualifications for admission to the federal trial bar, and will have significant trial experience.

Further requirements consist of the following: integrity, experience in diverse substantive areas of the law, strong work ethic, sound judgment, strong analytical and client service skills, excellent writing and communication skills, ability to work cooperatively with supervisors/colleagues/ diverse client departments, and general knowledge of legal/trial practices and procedures in various courts and tribunals. Experience litigating and trying cases in the Law and Municipal divisions in Cook County and in federal court is strongly preferred.
