Human Resources Information Systems Specialist

DFAS is using the Direct Hire Authority (DHA) for the DoD for Post-Secondary Recent Graduates to recruit and appoint qualified recent graduates directly into competitive service positions in professional and administrative occupations. If an individual cannot be appointed within the timeframes specified in the Qualifications section, the individual will not be provided further consideration under this DHA and/or may have their tentative job offer withdrawn. We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency. Qualified application packages may be referred to management at various points in the selection process depending on the number and timing of applications received. Selections may be made at any point during the announcement open period.

Under this DHA, DFAS is provided with a limited number of allocations for appointment of qualified individuals per fiscal year (FY). If allocation limits are met in a FY,
entrance on duty maybe delayed to the following FY when new allocation authority is provided for use.

Vacancy Information: Position is located in Indianapolis, IN; DFAS Human Resources Directorate.

This position is developmental and selections will be made at the GS-07 entry grade level. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-09 and GS-11 grade levels without further competition.

The minimum salary for this position at the GS-07 is $40,963 and the maximum salary for this position at the GS-11 is $78,807

Responsibilities

  • Develops, modifies and supports Human Resources automation.
  • Consults with customers to develop and refine functional requirements and translates functional requirements into design specifications.
  • Designs, codes, de-bugs, documents and tests automation solutions.
  • Serves as technical liaison to journey level specialists in the design and integration of policies, systems procedures, databases, software and hardware.
  • Provides formal and/or informal instruction to users regarding complex systems issues, and develops user manuals or instructions for assigned applications.
  • Analyzes data and produces reports to assist in the analysis of system usage, functionality and applicability to mission requirements.
  • Identifies how system modifications or new systems or subsystems affect current systems; prioritizes proposed system changes or developments; and, documents program logic.

    Qualifications

    Applicants must meet Post-Secondary DHA " Recent Graduate" status via one of the following:
    Awarded a degree by an institution of higher education from a public or other non-profit institution not more than two years before the date of appointment; OR
    Expect to be awarded a degree by an institution of higher education (a public or non-profit institution) within the next 3 months; OR
    Completed a period of obligated service in a uniformed service of more than four years and was awarded a degree by an institution of higher education from a public or other non-profit institution not more than four years before the date of appointment.

    In order to verify eligibility under the Direct Hire Authority for Post-Secondary Recent Graduates, applicants must submit documentation substantiating eligibility (for example, official or unofficial transcripts,verification of post-secondary school enrollment, grade report, diploma, certificate or degree). Failure to submit this documentation will result in an ineligible determination.

    Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Resumes for federal government positions need more detailed work descriptions and accomplishments than a typical private sector resume. Please be sure to clearly describe the full scope of your work experiences in your resume. Combinations of education and experience may also be sufficient.

    To be hired at the GS-7 entry grade level, applicants must minimally have:
    One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
    • Specialized experience is defined as: applying a basic knowledge of information management and technology principles, concepts and methods to perform routine information management and technology work includes: providing routine advice and guidance to customers regarding technology systems, applications and/or services; assisting higher level specialists with information management and technology projects
    • SUBSTITUTION OF EDUCATION FOR GS-7 SPECIALIZED EXPERIENCE: One full year of graduate level education or Superior Academic Achievement (Grade point average of a 2.95 or higher on a 4.0 scale or class standing in the upper third of the graduating class or major subdivision) or membership in a national scholastic honor society may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. (You MUST submit proof of education if you are substituting education for experience.) The undergraduate degree or graduate education MUST be in the field of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provides other curriculum (not identified above) but provides sufficient coursework for the candidate to acquire basic knowledge of information management and technology principles, concepts, and methods.
    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
