ODOT's Pavement Services Unit is responsible for pavement design, pavement management, and pavement materials and construction on Oregon's road system.

The pavement quality and materials engineer monitors the statewide pavement construction program. This position ensures that we properly interpret plans and specifications, properly handle and install materials, and that we maintain uniformity in construction activity.

Additional Details:
  • Limited Duration: This is a limited duration appointment that is scheduled to last until 05/01/2019, though the duration can change at any time due to business needs. Limited duration appointments are benefits eligible with a designated maximum length of service.
  • Rotational Option: We may also fill this position as a rotational assignment open to current ODOT employees. Rotational candidates do not have to meet the position's minimum experience qualifications to be considered. Rotational candidates must have a valid professional engineer's (PE) license in order to be considered eligible.
  • Representation: This position is represented by the Association of Engineering Employees of Oregon (AEE).

Duties and Responsibilities:

  • Identify problems and develop solutions to unique paving issues as a leader in the ODOT/industry pavement specification task group process.
  • Represent ODOT on issues relating to pavement, materials construction, and specifications.
  • Facilitate the process for developing and implementing specification changes.
  • Drive a passenger vehicle to construction plants, project sites, and various offices.
  • Determine solutions for problems encountered while constructing surfacing to approved design.
  • Provide guidance and instruction to project personnel in regards to the construction of asphalt concrete and Portland cement concrete pavements.
  • Review and inspect projects for compliance to specifications and recommend improvements.
  • Provide technical expertise and establish mix design procedures, protocols, and mix design criteria for bituminous mixtures.
  • Assemble and analyze paving projects data and prepare reports recommending changes or improvements.
  • Direct and/or conduct training of proper mix design process, material quality testing, and construction techniques of pavements.

Minimum Qualifications:
A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering and three (3) years of journey level professional engineer experience.
 
Note: If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six months of hire.
 
Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

  • Experience working with initiatives to implement changes to specifications.
  • Experience working with asphalt pavement material testing
  • Experience working in the field with paving crews and asphalt pavement plants.

 
Working Conditions:

  • This position works in both an office and field environment.
  • Field work requires working day and/or night shifts at construction sites around heavy construction equipment and at paving plants.
  • Position may require lifting 50 to 70 pound samples of paving materials and aggregates.
  • Extensive statewide driving trips, including on weekends, required.
