2019 SUMMER INTERNSHIP PROGRAM - ANALYSIS CAREER FIELD

CAREER FIELD DEFINITION

Officers in this Career Field include all-source analysts, managers, and operations staff involved in researching information from multiple sources from which they gain insight that is conveyed in a manner most appropriate for intelligence consumers. Officers conduct strategic, regional, and counterintelligence analysis and assess foreign military capabilities, infrastructures and resources essential to sustain defense forces. They analyze transnational issues such as illicit networks, foreign intelligence, and terrorist activities. They scientifically and technologically assess advanced weapons and capabilities and analyze emerging and disruptive technologies with potential military applications. This Career Field incorporates the analytic operations and knowledge management that enables the Defense Intelligence Enterprise to ensure quality products and services are available for defense intelligence clients.

DIA’s Summer Internship Program provides current students the opportunity to gain practical work experience through research, report writing, briefing development and delivery, policy writing, and intelligence analysis. Interns are also exposed to the broader Intelligence Community through field trips, information sessions, and panel discussions. Interns are appointed for a 10-12-week period from June through August.

This Vacancy Announcement will be used to identify candidates to support the Analysis Career Field only during Summer 2019. Separate vacancy announcements are posted for other Career Fields that are available for Summer 2019 internship opportunities.

WHO CAN APPLY

This announcement is for external applicants (non-DIA employees) only. Military and contractor personnel are eligible to apply if qualified for the positions.

Applicants selected for interviews will be invited to attend the DIA Invitation-Only Hiring Event that will take place in June 2018 in Maryland. DIA officials will be on location to interview applicants who possess the required and relevant Career Field skills and background for employment at DIA. Applicants selected for interviews will be contacted via email in May 2018 to schedule an interview. Specific details on the location and date of the event will be provided within the email invite.

As part of the application process for the Analysis Career Field, applicants selected to interview will also be required to complete an online questionnaire and writing assessment powered through HireVue prior to the interview. Specific details on this portion of the process will be provided within the email invite from HireVue.

All applicants must be U.S. citizens at the time of application. Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, and completion of a civilian mobility agreement no later than May 20, 2019.

Interns will be considered for full-time permanent employment at the conclusion of the internship. However, permanent employment is not guaranteed and is subject to the needs of the Agency and available vacancies. DIA is an Agency with worldwide positions. Selected candidates must be willing to relocate in support of mission requirements. Since this is a temporary appointment, interns will not receive employee benefits. All selected candidates are responsible for securing their own travel and housing/lodging accommodations.

CURRENT FEDERAL EMPLOYEES

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) who are current Federal employees will be appointed to the new position at the grade in which they qualify for. Those at a higher grade than the advertised position, will be asked to accept a voluntary change to the lower grade if selected.

All current and prior Federal employees must also submit a copy of their SF-50, Notification of Personnel Action that documents their appointment to or promotion to the highest grade held. Consideration for future advancement opportunities will be through DIA’s established promotion processes, according to established timeframes, advancement criteria and compensation parameters.

POSITION SUMMARY

All-source analysis is at the fulcrum of DIA’s global mission. DIA has officers in 140 countries,
including a diverse range of opportunities for all-source analysts. Wherever they are located, all-source analysts provide insightful analysis on foreign military capabilities and defense issues in support of our nation’s political leadership, defense policymakers, acquisition community, and military commanders. DIA all-source analysis informs policy, defense strategy, weapons development, weapons acquisition, and military planning. DIA all-source analysts have opportunities for rewarding training, advanced education opportunities, and challenging assignments in DIA and the Intelligence Community, across the US and around the world, from the White House Situation Room to direct support to our nation’s combat forces.

Positions within the Analysis Career Field fall into the following Career Field Specialties:

Scientific & Technical Analysis (S&TI) Career Specialty:

DIA Officers within the S&TI career field specialty are our nation’s vanguard against scientific and technical challenges from global adversaries that could threaten our nation’s security. These analysts assess foreign research and development capabilities, programs, and infrastructure associated with foreign military systems and weapon systems, and components testing, performance, capabilities, limitations, production, employment, and proliferation. They assess and evaluate foreign offensive and defensive nuclear, biological, and chemical weapons programs and actors with focus on proliferation of knowledge, technology, equipment, and material. Additionally, these analysts support our military forces worldwide by analyzing infectious disease, threats and environmental hazards, medical science and technological developments, and global health/medical capabilities.

• Within the S&TI career specialty, DIA is seeking candidates with educational backgrounds in STEM fields such as physics, mathematics, chemistry, toxicology and engineering disciplines including general, nuclear, electrical, mechanical and aerospace. S&TI positions are located primarily in Huntsville, Alabama; Charlottesville, Virginia and Frederick, Maryland with a limited number in the Northern Virginia Area.

Military Capabilities Analysis (MILCAP) Career Specialty:

DIA Officers in the MILCAP career field specialty provide all-source analysis to assess and warn of foreign military and non-state actor conventional or non-conventional military capabilities to ensure US domination of the battle space on the ground, on the sea, and in the air, cyberspace, and outer space. They provide US policymakers, planners, and warfighters with analysis of foreign civilian and military goals, motivations, and intent.

• Within the MILCAP career field specialty, DIA is seeking candidates who are interested in pursuing careers as cyber threat and cyber capability analysts to serve on the front lines of today’s digital battlefield and command and control analysts. These candidates may be working toward a technical certification in information technology, telecommunications technology, computer technology, cybersecurity, etc. and have a unique background or set of research and analysis skills in many of the following areas: corporate or military command and control fundamentals and supporting processes and services, information technology and its application to cyberspace services and infrastructure (including cable and wireless technology), basic understanding of client/server architectures and networking and routing schemes and protocols, smart devices (Internet of Things), information systems security services, and cyber threat vectors and capabilities.

Analytic Operations & Knowledge Management (AO & KM) Career Specialty:

DIA Officers within the AO & KM career field specialty design and execute the business processes, policies, and tradecraft of Defense intelligence all-source analysis. These specialists drive the constant improvement and modernization of all-source analysis by evolving analytic capabilities and tradecraft as methodologists or integrating data science and other technologies.

• Within the AO & KM career field specialty DIA is seeking candidates with degrees or experience in operations research, systems engineering, applied mathematics, applied statistics, data science, computer science, or network analysis. Additionally, DIA is interested in candidates who have experience using structured methodological approaches to organize data and model probabilistic judgments, and who have experience using natural language processing techniques and have proficiency in statistics packages such as Matlab, SPSS, SAS, S-PLUS, or R; or programming in Python, Java, C, C++, IDL.

Counterintelligence & Transnational Analysis (CI &TRANS) Career Specialty:

DIA Officers within the CI & Trans career field specialty are responsible for the most diverse target set of the all-source specialties. These specialists assess all-source data on a wide-range of foreign activities that cross international borders. Such activities include foreign intelligence threats to US military forces, facilities and activities, as well as foreign illicit transnational networks and activities related to terrorism, insurgency, weapons proliferation, drugs, piracy, and human trafficking.

Infrastructure & Resources Analysis (INF & RES) Career Specialty:

DIA Officers within the INF & RES career field specialty focus on foreign capabilities required to develop, equip, sustain, and employ military forces. Specialists in this area develop and maintain foundational intelligence on foreign transportation, energy, telecommunications, and economic networks. Their all-source analysis supports interdiction or disruption of critical infrastructure components to shorten or end military operations.

Strategic & Regional Analysis (STRAT & REG) Career Specialty:

DIA Officers within the STRAT & REG career field specialty assess foreign national goals and intentions; defense doctrine and strategy; socio-cultural dynamics; and civilian and military leadership. They evaluate factors, conditions, or other influences that contribute to or undermine national or regional stability that may lead to or perpetuate hostilities and could affect US national security interests.

PROGRAM REQUIREMENTS

This program is open only to current students enrolled in full-time undergraduate and graduate degree-seeking programs at accredited institutions. Eligible applicants must meet the following requirements:

• Possess a minimum cumulative grade point average (GPA) of 3.0 on a 4.0 scale at the time of application, and employment.

• Undergraduate students must complete 60 semester hours or its equivalent at the time of employment.

• Meet the Agency’s conditions of employment. A final offer of employment will not be extended until all conditions of employment have been successfully met. Please note that the special security background investigation, counterintelligence-scope polygraph examination, psychological assessment and drug testing cannot be conducted if candidates are residing outside the continental United States. Therefore, candidates should not apply to this program if they are studying or working abroad 3-9 months prior to May 2019.

FOREIGN AREA TOURS OF DUTY ELIGIBILITY

Applicants applying to a foreign area opportunity and who are currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service (5 consecutive years) or, conversely the employee will not satisfactorily complete their period of obligated service within 6 months of the closing date of this announcement. All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.
