WHO CAN APPLY


This announcement is for external applicants (non DIA employees) only. DIA employees on a temporary/term appointment, military, and contractor personnel are eligible to apply if qualified for the positions. Current DIA student interns need not apply.

This is a DIA Invitation-Only Hiring Event that will take place in June 2018 in Maryland. DIA officials will be on location to interview applicants who possess the required and relevant Career Field skills and background for employment at DIA. Applicants selected for interviews will be contacted via email in May 2018 to schedule an interview. Specific details on the location and date of the event will be provided within the email invite.

All applicants must be U.S. citizens at the time of application. Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement.

DIA does not guarantee any applicant the extension of an official offer of employment; however, DIA will be screening all employment applicants against its current and future manpower requirements. CURRENT FEDERAL EMPLOYEES

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) who are current Federal employees will be appointed to the new position at the grade in which they qualify for. Those at a higher grade than the advertised position, will be asked to accept a voluntary change to the lower grade if selected.

All current and prior Federal employees must also submit a copy of their SF-50, Notification of Personnel Action that documents their appointment to or promotion to the highest grade held. Consideration for future advancement opportunities will be through DIA’s established promotion processes, according to established timeframes, advancement criteria and compensation parameters.

POSITION SUMMARY

DIA is currently recruiting for entry-level positions in the Information Technology (IT) Career Field at multiple locations.

INFORMATION TECHNOLOGY CAREER FIELD

Officers in this Career Field occupy positions where knowledge of Information Technology principles, concepts, and methods is paramount. Information Technology officers manage, supervise, lead, administer, design, develop, deliver, and support information technology systems and services. Information Technology officers assist in securing information from internal and external threats while enabling beneficial collaboration within our internal national security infrastructure.

DIA is currently recruiting for the following Career Specialties within the IT Career Field:

- Cyber Security
- IT Data Specialist
- IT Engineer
- IT Mission Support
- IT Specialist

Cyber Security Career Specialty:

Officers in this specialty are responsible for a wide range of assignments and projects relative to information systems and security matters. Develops, implements, and coordinates activities designed to ensure, protect, and restore information technology systems, services, and capabilities. Identifies, defines, and ensures the integration of security into every phase of computer, network, and telecommunications systems throughout the life cycle of these systems. Tests and verifies technical safeguards to ensure the confidentiality, integrity, and availability of systems, networks, and data through analyzing information systems security profiles and related security programs, policies, procedures, and tools. Monitors and evaluates systems’ compliance with Information Technology security requirements and provides advice and guidance in implementing Information Technology security policies and procedures in the development and operation of network systems. Formulates policies and guidance based on assessment of requirements not addressed in existing security directives and operations. Develops systems security contingency plans and reviews/validates disaster recovery procedures. Conducts risk assessments for effective risk management to inform decision makers at all levels. Validates and reports security training and/or awareness, provides IT security customer support, and incident response. Promotes awareness of security issues among management/workforce and ensures sound security principles are reflected in the organization’s vision and goals.

Information Technology Data Specialist Career Specialty:

Officers in this specialty design, implement, and maintain relational database management systems that support applications. Officers also collect, maintain, manage, interpret, and analyze data received from internal data and external data sources. Information Technology Data Specialist assignments may include data management or data scientist. Database Management positions provide routine technical expertise in the design, implementation and maintenance of database management systems that support applications. These positions can support multiple databases that run enterprise-wide applications accessed throughout the world. Officers in this path may be responsible for overseeing operations of existing database management systems, troubleshooting errors, and creating a process plan for all members of the database development team. Information Technology Data Scientists mine complex data and provide systems-related advice to spot trends, design new processes, and build large, complex data sets. Serve as a bridge between information technology and business by discovering “stories” told by the data and presenting them to managers and leadership. Test and validate predictive models. Build web prototypes and perform data visualization. Conduct scalable data research on and off the cloud. Implement automated processes for efficiently producing scale models. Design, modify and build new data processes. Generate algorithms and create computer models. Collaborate with database engineers. Implement new or enhanced software designed to access and handle data more efficiently. Determine new ways to improve data, search quality, and predictive capabilities.

Computer Scientist* (Occupational Series 1550)

Information Technology Engineer Career Specialty:

Officers in this specialty designs, develop, test, install, configure, troubleshoot, and maintain computer hardware and software. Information Technology engineer assignments may include application development and engineering, cloud computing storage, network, and systems engineering. Application Engineers are responsible for designing, engineering, and configuring application architecture and user interfaces to ensure optimization, monitoring applications and performing maintenance and upgrade activities to ensure application software integrity and efficiency. Application Engineers analyze information on emerging technologies and data on existing applications to determine the impact on existing infrastructure. Computer science principles are critical to success in this specialty. Cloud Computing positions translate information technology requirements into robust and integrated technology solutions. Supports the development required to design, build, and deploy application solutions. Participates in the design and implementation of a highly scalable architecture leveraging cloud computing components and platforms. Leads/supports technology architecture and cloud infrastructure design, as well as capacity planning activities, and technology build, test, and deployment activities. Engages and effectively collaborates with Chief Information Officer and Intelligence Community stakeholders to drive optimal solutions. Storage Engineers are responsible for operating, administering, and building storage capabilities and storage area networks for the enterprise. Understands a wide variety of technologies and techniques to perform data recovery, data back-up, disaster recovery, and continuity of operations. Develops and manages on-site and off-site data storage plans/policies for the purposes of providing data restoration, availability, and historical archiving across a given network. Network Engineers are responsible for a full range of network activities that contribute to the planning, installation, configuration, monitoring, troubleshooting and repair of enterprise Local Area Network and Wide Area Network systems for global customer support services. They monitor network performance and operations, to include the planning, analysis, maintenance, and management of networked systems providing voice, data, and video. They may also configure and troubleshoot network and application hardware, operating system software, and peripheral network equipment. System Engineers are responsible for a full range of system activities that contribute to the operation and maintenance of computer systems. They respond to service outages, analyzing system logs to identify potential issues, and performing system backups. They also install, support, and maintain servers or other computer systems. System Engineers design, develop, test and evaluate computer programs, systems, hardware and related equipment.

Information Technology Mission Support Career Specialty:

Officers in this specialty perform a wide range of information technology management activities to include strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, and knowledge management. Develops and maintains strategic plans, assess Information Technology policy needs and develop policies to govern information technology operations. Defines current and future information technology businesses environments, manage information technology investment portfolios, establish metrics to measure and evaluate systems performance and total cost of ownership; identify and address information technology workforce planning/management issues; conduct audits of information technology programs. Manages one or more multi-year information technology initiatives of such magnitude they must be carried out through multiple related information technology projects. Leads, coordinates, communicates, integrates, and is accountable for the overall success of the information technology programs, ensuring alignment with critical Agency priorities. Responsible for the outcome the organization’s business strategy, including appropriate strategic, life cycle management and capital information technology investment plans. Manages projects from design and development to production. Collaboratively develops the scope of projects. Defines requirements and plan project lifecycle deployment, as well as define resources and schedules for project/program implementation. Manages, directs, and coordinates projects to include definition of system requirements, development of milestones, development of prototype efforts, system engineering and integration, and configuration management. Develops schedules and methods for measuring results. Creates strategies for risk mitigation and contingency planning while directing and overseeing the project engineering team.

Information Technology Specialist Career Specialty:

Officers in this specialty plan and develop methods, approaches, and procedures; provide information and assistance to customers; provide advice and guidance on a wide range and variety of information technology issues; interpret information technology policies, standards, and guidelines; conduct analyses and recommend resolution of issues affecting the specialty area; ensure optimal use of commercially available products; evaluate proposals for the acquisition of information technology products or services; and/or prepare and present reports. Participates in the planning, developing, implementation, operation, and maintenance of current and future systems. Serves as technology liaisons, action officers and trusted advisors. Effectively partners with the customers, developing a deep understanding of the customer’s mission, strategic vision, and business needs. Provides advice and assistance to customers on capabilities and constraints of products in assigned specialty area. Provides customer support to resolve end user problems. Understands the information technology possibilities and limitations of the customer and translates mission needs into information technology solutions. Manages existing systems, troubleshooting recurring issues, solving problems, and upgrading and debugging systems. Installs Enterprise applications, adjusting interfaces and security aspects to meet requirements and functionality. Troubleshoots application problems, applying diagnostic tools to trace and resolve problems. Analyzes software and hardware constraints to identify new user requirements. Monitors performance of systems for assigned functional area. Performs diagnostics on system operations to identify problems and trends, verify network performance, and identify potential user requirements. Requirement for Information Technology Career Field:

Information Technology Career Field positions must meet a positive education requirement as identified by the Office of Personnel Management and Department of Defense Job Requirements reflected in Federal Law. All academic degrees and coursework must be from accredited or pre-accredited institutions.

Occupational Series 2210 Information Technology Specialist:

Entry-level requirements for series 2210 positions may be met either through Education and/or Experience and/or a combination of both. Academic degrees and coursework must be either undergraduate or graduate and must include a minimum of 24 semester hours in one, or a combination of the following: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

Occupational Series 2210 Experience Prerequisites:

-Must be Information Technology-related (paid or unpaid);
-May have involved the completion of specific and intensive training (for example, Information Technology certification);
-Should have equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and should have been gained in the same or related field as the work of the position being filled;
-Should have been gained in the Information Technology field or through the performance of work where the primary concern was Information Technology;
-Should consist of at least one year at a level equivalent to the next lower GG level; and
-Must have demonstrated each of the following four competencies:
Attention to detail – thorough when performing work and conscientious about attending to detail;
Customer Service – works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations, knows about available products and services and is committed to providing quality products and services;
Oral Communication – effectively expresses information - takes into account the audience and nature of the information - makes clear and convincing oral presentations - listens to others - attends to nonverbal cues and responds appropriately;
Problem Solving – identifies problems – determines accuracy and relevance of information – uses sound judgment to generate and evaluate alternatives and makes appropriate recommendations.

Occupational Series 2210 Specialized Experience:

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

Occupational Series 1550 Computer Science:

Entry-level series 1550 positions require a bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Occupational Series 1550 Evaluation of Education:

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
