CAREER FIELD DEFINITION

Officers in this Career Field monitor, support, and advise leadership and management on a myriad of issues to ensure effective and efficient day-to-day operations across organizations, major components, and/or the Agency. Officers employ technical and administrative expertise and possess a comprehensive knowledge of laws, regulations, and policies on routine office operations, support services, and personnel management. This Career Field includes a wide range of support functions from life cycle infrastructure and materiel management, to emergency preparedness, media, and information services. Additionally, this Career Field includes building operations, occupational safety, health, and environmental compliance, property and space management, architecture and engineering, facility program management, logistics, warehouse and distribution operations, property accountability, and transportation.

WHO CAN APPLY

This announcement is for external applicants (non DIA employees) only.  DIA employees on a temporary/term appointment, military, and contractor personnel are eligible to apply if qualified for the positions.  Current DIA student interns need not apply. 

This is a DIA Invitation-Only Hiring Event that will take place in June 2018 in Maryland.  DIA officials will be on location to interview applicants who possess the required and relevant Career Field skills and background for employment at DIA.  Applicants selected for interviews will be contacted via email in May 2018 to schedule an interview.  Specific details on the location and date of the event will be provided within the email invite.

All applicants must be U.S. citizens at the time of application.  Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement.

DIA does not guarantee any applicant the extension of an official offer of employment; however, DIA will be screening all employment applicants against its current and future manpower requirements.  Selected applicants will be considered for the Agency's Hiring Pool.  DIA is an Agency with worldwide positions.  Selected candidates must be willing to relocate in support of mission requirements.

CURRENT FEDERAL EMPLOYEES

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.  Selectee(s) who are current Federal employees will be appointed to the new position at the grade in which they qualify for.  Those at a higher grade than the advertised position, will be asked to accept a voluntary change to the lower grade if selected.

All current and prior Federal employees must also submit a copy of their SF-50, Notification of Personnel Action that documents their appointment to or promotion to the highest grade held.  Consideration for future advancement opportunities will be through DIA’s established promotion processes, according to established timeframes, advancement criteria and compensation parameters.

POSITION SUMMARY

DIA is currently recruiting for entry-level positions in the Office Management & Infrastructure Career Field at multiple locations.

OFFICE MANAGEMENT & INFRASTRUCTURE CAREER FIELD

The Office Management & Infrastructure (OMI) Career Field represents DIA’s ability to execute its national security mission through effective and efficient day-to-day operations spanning diverse organizations and missions. Officers in the Office Management & Infrastructure Career Field apply technical and administrative expertise and possess a comprehensive knowledge of laws and regulations across six specialties to include facilities, information services, and office operations.

Facilities Career Specialty:

Officers in this specialty have the skills and technical ability to apply professional standards to design and build structures and systems, create blueprints, and oversee maintenance and construction while reducing risk and minimizing cost. They manage building services and physical space, as well as develop and implement emergency management plans and emergency response exercises. They develop and manage safety, health, and environmental protection programs that comply with national standards and provide a safe working environment in support of agency goals and requirements.

At this time, OMI seeks candidates at the entry-level GG07-10 for the following positions:

Mechanical Engineer* (Occupational Series 0830)

General Engineer* (Occupational Series 0801)

Safety/Occupational Health Officer* (Occupational Series 0018)

Industrial Hygiene* (Occupational Series 0690)

Environmental Protection (Occupational Series 0028)

Information Services Career Specialty: 

Information is vital to DIA’s success in achieving mission goals.  Information Services Officers have a critical role in the preparation, management, and communication of information.  This specialty includes positions responsible for performing a wide-range of information-related support services to create, prepare, edit, organize, establish, manage, safeguard, disseminate, and/or communicate government information and ideas through verbal, visual, or written means. 

At this time, OMI seeks candidates at the entry-level GG07-10 for the following positions:

Information Technology (INET for Web) Specialists* (Occupational Series 2210)

Librarian* (Occupational Series 1410)

Technical Editor* (Occupational Series 1083)

Visual Information Specialists (Graphic Designer)* (Occupational Series 1084)

Logistics Career Specialty:

Conducts materiel life-cycle management, procurement, warehouse and distribution operations, property accountability, maintenance support, and travel/transportation services. Interprets changing mission requirements while developing, implementing, evaluating, and sustaining logistics management policies, plans, procedures, and programs to achieve cost effective logistics solutions. Monitors and sustains policy, procedure and processes related to Property, Plant, and Equipment (PP&E) combined with an effective internal controls program that meets auditability, accountability, and compliance standards.

At this time, OMI seeks candidates at the entry-level GG07-10 for the following positions:

Supply Management Specialist (Occupational Series 2003)

Logistics Management Specialist (Occupational Series 0346)

Transportation Specialist* (Occupational Series 2101)

Program Analysis and Management Career Specialty:

DIA relies on these officers to analyze, evaluate, and direct a variety of programs across the spectrum of DIA engagements. They manage and coordinate a wide range of projects directed toward strategic business and organizational objectives that further the Agency's mission. Additionally, officers in the Program Analysis and Management (PA&M) specialty manage and monitor the use of resources (e.g., people, systems, space, budgets, contracts), and maximize their effectiveness for multiple and wide-ranging operations and programs to foster productivity and deliver solutions.

At this time, OMI seeks candidates at the entry-level GG07-10 for the following positions:

Management Analysts (Occupational Series 0301, 0343)

Program Analysts (Occupational Series 0301, 0343)

Program Managers (Occupational Series 0340, 0343)

Staff Operations Career Specialty:

Officers in this career field carry significant responsibility for keeping an office on track every day.  They coordinate logistical aspects of office operations such as task and records management, mail distribution and timekeeping; facilitate information flow, storage and retrieval; and maintain a wide variety of administrative policies and processes.  They exhibit the analytical ability to apply management principles, practices, and concepts in direct support of the overall Agency mission.

Strategy, Communications & Engagement Career Specialty:

Builds strategic relationships with the Agency’s overseers, stakeholders, customers; plans strategies and develops tailored engagement plans and programs that will strengthen existing relationships and build new ones in support of agency strategic goals. Communicates the full scope of DIA capabilities, priorities and strategies to partners, overseers and the American public. Develops agency communications plans, overseeing and facilitating employee communications programs, and analyzing Agency information needs to recommend strategies, programs, and information products needed to communicate. Researches and analyzes performance data and evaluates/develops courses of action with fiscal, manpower, and information technology and intelligence implications. Conducts studies of metrics and analysis of performance data and measures progress toward established goals and objectives. Develops, implements and executes agency strategic policies.

FOREIGN AREA TOURS OF DUTY ELIGIBILITY

Applicants applying to a foreign area opportunity and who are currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service (5 consecutive years) or, conversely the employee will not satisfactorily complete their period of obligated service within 6 months of the closing date of this announcement.  More than one permanent change of station move within a 12-month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DEPLOYMENT/MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

SHIFT WORK

Availability for shift work, extended hours, and travel may be required.

RELOCATION COST

Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.

TELEWORK

Some positions in DIA may be eligible for unclassified telework and/or secure telework.  The telework option allows an employee to perform the duties of his or her position from an approved worksite other than the "official" worksite.

DIRECT DEPOSIT

All DIA employees must participate in the DoD Direct Deposit/Electronic Fund Transfer of Pay (DD/EFT) Program, with net pay deposited directly into the employee’s account of choice at his/her designated financial institution.
