Financial Transportation Analyst - Transportation Planning Specialist 4

The Washington State Department of Transportation (WSDOT) in Olympia, WA is looking for a detail oriented, Financial Transportation Analyst Transportation Planning Specialist 4 to support the Financial Planning division.

This position will perform the following work:

  • Develop and evaluate the 16-year financial plan, methodology and criteria for statewide transportation accounts.
  • Determine impact of legislative proposals.
  • Conduct cost-benefit and economic impact analysis on proposed legislation.
  • Coordinate revenue forecast data and analysis with legislative and OFM staff.
  • Evaluate programs and provide technical financial analysis assistance.
  • Serve as departmental representative with other agencies to determine analytical models, methods, or procedures to be used in evaluative studies.
  • Produce presentation for executive management.
  • Assist in reviewing and analyzing the traffic and revenue forecasts for the different toll facilities.
  • Analyze and determine debt withholding and make debt service estimates for transportation bond debt.
  • Maintain debt information, monitor bond authorization and sales.
  • Support in the development of bond sale documents and presentations.
  • Develop and monitor the fund transfer schedule, including the city and county refunds.
  • Act as lead to a Fiscal Analyst 3, monitoring, proofreading, and ensuring assignments are completed accurately and timely.
 
An ideal candidate for this position will have:
  • Bachelor's degree and two (2) or more years of professional financial analysis experience. A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Government Financial Manager or Management Accountant will substitute for one year of professional experience.
  • Ability to perform independent financial review and analysis, including analysis of proposed legislation.
  • Working knowledge of Excel, Word, PowerPoint and InDesign.
  • Ability to monitor and analyze complex financial, economic and statistical data, charts, graphs and reports.
  • Excellent written and verbal communication skills.
