The salary range is $30.64 - $41.36 hourly; $63,735.78 - $86,043.65 annually.

JOB INTRODUCTION

 

Clackamas County's Health Centers Division is looking for an experienced, primary care Office Manager to work for our Federally Qualified Health Centers (FQHC). The FQHC includes four primary care clinics, three behavioral health clinics, two dental clinics and two School Based Health Centers. This position will be located at the Beavercreek location in Oregon City. The Health Centers Division is dedicated to offering high quality physical health, dental and behavioral health services to individuals throughout Clackamas County, with a focus on patient-centered care that helps individuals and families thrive.

Office Managers for the clinics supervise personnel, manage clinic support operations as well as develop and implement office systems, procedures and policies. Individuals in these roles are often times the subject matter experts, or at a minimum, have considerable knowledge in knowing the processes involved in using a computer-based system for client scheduling, registration, check-out, template development, and how to resolve system errors. Office Managers coordinate with billing staff to screen paperwork of primary care office staff for accuracy and completeness and are responsible for coordinating training of staff in the use of forms, interpretation of computer codes, and instructing personnel in appropriate error resolution.

The Office Managers perform the most difficult and confidential duties in a program support area. They are integral members of the leadership team in ensuring that clerical and operational functions and practices are coordinated in support of the division's goals. The position requires the ability to remain calm and professional while supporting staff in a fast-paced environment and be proactive in taking initiative to find new answers for dilemmas.

The Office Manager at Beavercreek requires proven experience in successfully managing personnel and support services in a Team Based Care delivery system for primary care, including licensed providers, in a clinic setting. Successful candidates will have a strong background in supervision and managing operations that include a staff of licensed providers.

Required Minimum Qualifications/ Transferrable Skills:*

  • At least (2) two years of progressively responsible personnel management and supervisory experience, including developing, assigning, implementing and reviewing operational work, providing training for staff, preparing and reviewing performance appraisals and work improvement plans, correcting performance deficiencies and taking action for improvement as necessary, and providing leadership to staff
  • At least (1) year of experience in managing and supporting all roles, including licensed providers, in a Team Based Care delivery system in a primary care clinic setting
  • Experience in an office manager or similar role, evaluating and organizing office systems for efficiency and effectiveness
  • Experience managing outreach for chronic disease management in a primary care setting as well as experience working with a Quality Improvement (QI) team as it relates to improved health outcomes for patients and meeting state and Coordinated Care Organizations (CCO) metrics
  • Ability to communicate openly and effectively in a professional manner, focus on tasks/issues, prioritize workload, resolve conflict effectively, explain function and purpose of systems, and ensure harmonious working relationships while meeting the goals of the agency
  • At least (1) one year of experience working collaboratively with community agencies, local organizations, government agencies and community groups.
  • Experience using a clinical management data system
  • Knowledge of HIPAA and other health related confidentiality laws
  • Must successfully pass a post-offer criminal history check

Preferred Special Qualifications/ Transferrable Skills:*

  • Knowledge and experience using EPIC (Electronic Health Record)
  • Knowledge of Federal and State regulations relating to Federally Qualified Health Centers (FQHC)
  • Experience as a supervisor in a union environment

RESPONSIBILITIES

 

Duties may include, but not limited to:

  1. Manage and support of all roles in the Team based Care Delivery System for Primary Care; support licensed providers in a primary care setting in coordination with the Director of Nursing, Medical Director and Operations Manager of Clackamas Health Centers; determine staff assignments and allocation of resources; hire and directly supervise professional, paraprofessional and support personnel; negotiate performance standards and conduct performance evaluations; recommend and administer progressive discipline; conduct or facilitate staff training and development programs; promote cooperative team efforts among staff and with other County divisions and departments; direct staff in continuous efforts to improve quality, productivity and effectiveness; foster and support a diverse workforce and environment; provide a trusting atmosphere which encourages creativity and teamwork.
  2. Coordinate and supervise client scheduling and admissions activities; ensure collection and entry of accurate data including client demographic and financial information; monitor and ensure contract compliance in relation to client service access; ensure seamless operations and coordination between support staff and clinical operations; ensure accurate and timely encounter data submissions as required by contract; implement and measure quality assurance and operational performance standards. Under direction of senior management, implement standard admission criteria and operating procedures.
  3. Work with Quality Improvement and Health Centers Leadership Team to manage outreach for chronic disease management and any QI metrics that applies to the primary care clinics and teams.
  4. Participate in administrative and clinic management meetings to assure coordination of operations, practices, policies and procedures within Health Centers.
  5. Coordinate activities of contractors and County personnel by serving as project coordinator for facilities-based projects, e.g. remodels, space moves, modular installation, furniture and office equipment upgrades, and other capital projects.
  6. Work collaboratively with managers and Medical Director to meet provider productivity standards and budgetary requirements for clinic.
  7. Give input around changes to policies and procedures and implement in the clinical setting.

QUALIFICATIONS

 

Thorough knowledge of: Standard office practices, procedures and techniques; principles and practices of personnel management; bookkeeping and record keeping techniques; operation and maintenance of office equipment, including personal computers and software applications.

Working knowledge of: Business English and composition, spelling, punctuation and grammar; basic math; practices and techniques of conflict resolution and mediation.

Skill to: Communicate effectively, both orally and in writing; implement techniques and concepts of modern office management to coordinate activities, staff and work flow of an office support unit; direct staff in continuous efforts to improve quality productivity and effectiveness; incorporate team participation in decision making; establish and maintain effective working relationships with the public, staff, clients and personnel of other businesses in a courteous, professional manner; supervise, train and evaluate personnel; accurately type, transcribe and proofread correspondence and other documents; operate computer software and other office equipment.


 

WORK SCHEDULE

 

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
