Surplus Property Review Engineer - Transportation Engineer 3

The Opportunity:  
The Washington State Department of Transportation (WSDOT) Right of Way Plans Office is seeking a skilled engineering professional to fill the Surplus Property Review Engineer vacancy in Tumwater, WA. This position reviews surplus property packages requested by the statewide Real Estate Services offices and prepares revisions to existing right of way plans. You will be responsible for computing boundary lines, areas, ensure that the property is not part or the highway infrastructure and prepare/review the surplus package for completeness. You will also be responsible for retrieving and interpreting deeds, lease agreements and other documents necessary to verify ownership of the surplus property and make revisions to the appropriate right of way plans.

This position will perform the following work:

  • Independently solve complex and difficult Right of Way problems, which will require reviewing/interpreting maps, deeds, surveys, title reports and other documents.
  • Review electronic surplus property review packages received from region staff. Compute complex and difficult boundary lines and areas from Right of Way Plans, legal descriptions, surveys, title reports and other documents.
  • Recover deeds and other ownership documentation through the Electronic Content Management (ECM) system, title companies, or county offices.
  • Liaison between HQ Right of Way and HQ and Region Real Estate Services Property Management offices coordinating surplus property reviews, right of way plan revisions, preparing/reviewing legal descriptions for disposal or leased properties.
  • Prepare Real Estate Acquisition "colored" maps displaying the various property rights acquired by WSDOT using MicroStation.
  • Post Real Estate Surplus Property Disposals on Real Estate Acquisition maps, noting the recording information in database.
  • Prepare and finalize existing Right of Way plan revisions, review or prepare legal descriptions.
  • Post completed surplus property transactions to the plan sheet indicating that the property has been sold.
  • Assist with leasing transactions, writing and reviewing legal descriptions, as necessary.
  • Other duties as assigned
 
An ideal candidate for this position will have:
  • Working knowledge of the technical aspects of Right of Way and Limited Access plans.
  • One year of experience as a Transportation Engineer 2 or equivalent.
  • Two years' experience in the preparation of processing of Right of Way Plans.
  • Working knowledge of the WSDOT Real Estate Leasing and Surplus Property Disposal process is desired.
  • Valid driver's license
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee's initial 30 days in this classification.
