Geographic Information Systems (GIS) Analyst

SUMMARY:

The Geographic Information Systems (GIS) Analyst performs computer applications and/or database design, development, and implementation services for departmental users utilizing GIS technology; supports the GIS environment, policies and procedures, standards, and the accuracy and consistency of the GIS information.

ESSENTIAL JOB FUNCTIONS:

Develop and deliver information products: maps, charts, reports and other exhibits. Develops and maintains enterprise and workgroup-level GIS applications and databases, creating spatial analysis procedures and producing mapping products in response to business unit needs. Collect information from various databases; processes, reformats and provides accompanying analyses to stakeholders. Creates processes and scripts for use in importing data from multiple sources, or data collection in the field; develops enhancements to existing GIS software; perform quality assurance activities with regard to GIS data. Identifies, creates and uses GIS applications and data. Develop, plan, and implements GIS and CAD applications software for the system users and operators; design and develop GIS database models and templates. Responsible for capacity planning and management, security planning and management, data management, systems maintenance, and performance management of one or more systems. Develop and present GIS system and cartographic mapping elements. Integrate GIS element with other technology and coordinates GIS integration with other application software. Transpose and transform complex data from records maps, CAD drawings, city/county land base maps, water and sewer modeling and other source documents into GIS and/or related databases. Maintain Spatial Data to reflect current assets and infrastructure for water and sewer. Implements and uses geo-processing tools, geospatial analysis and map production tools to support planning and management needs and studies. Maintain reliable back-up of GIS systems and data. A valid Michigan Driver’s License and the ability to drive a motor vehicle on all terrain. Wear personal protective equipment (PPE). Follow security and safety policies and procedures in carrying out work duties. Provide on the job training.

RELATED JOB FUNCTIONS:

Assist other IT staff and IT management as needed with overflow activities involving the support and maintenance of computers, printers, applications, databases, networks, servers, storage, and data center facilities, and the installation, decommissioning, and relocation of related IT equipment. Perform related work duties as assigned.

SUPERVISION EXERCISED:

The Geographic Information Systems Analyst – Level 3 may be required to perform team coordination activities within the functional unit.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

Concepts and procedures in one of the IT disciplines (i.e. networking, database administration, systems or applications support, GIS or project management)

 Web Server (such as Apache, Tomcat, Mongrel, IIS)

 System Development Lifecycle and Agile development methodologies

 COBIT and ITIL, including Change Management, Software/Systems Development Life Cycle for application development and management

KNOWLEDGE OF CONTINUED:

Principles and practices of the functions performed by IT Services

 Hardware, software, application, database and network environments currently in use at DWSD

 Principles and techniques of application development and languages in use at DWSD

 Principles and techniques of systems analysis, design and development lifecycle

 Installation and maintenance of hardware, software, application, database, and network components

 Water and wastewater business functions and operations

 ESRI GIS software including the ArcGIS application suite and ArcGIS Server

 Autodesk AutoCAD and Bentley MicroStation software and data formats

 Oracle or related RDBMS skills including development skills

 Photogrammetry, including interpretation and manipulation of digital aerial and satellite imagery

 Michigan’s geographic coordinates systems

 Interpretation of legal descriptions

REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)

Associate’s Degree in Geographic Information Systems, Geospatial Sciences, or related discipline

 A minimum of one (1) year of experience; or combination of related work experience and education

 Possess a domain-specific entry level certification (i.e. Certified Business Process Analyst or JAVA Programming Associate)

 Acquire and maintain vendor specific domain "associate" or "foundational" (i.e. ESRI ArcGis Desktop Developer Associate) level certification within two (2) years of Level 1 designation

 Meet all the requirements to advance to GIS Analyst Level 2 within two (2) years of Level 1 designation

Incumbents may be subject to potentially hazardous physical conditions, atmospheric conditions, extreme temperatures, intense noise, and/or vehicle traffic.

Environmental Working Requirements:

Work is performed within an office, plant environment, remote sites, or other locations within the DWSD Service Area. Employees within this classification may be exposed to dust and electrical connections, and frequent work with computer equipment.

Other Requirements:

Must have a valid Michigan Driver’s License

Ability to work irregular hours, to commute to DWSD facilities and work sites, and respond to after hour emergencies and on-call responses
