A full-service city, Carlsbad has its own police and fire services, a water district, parks and recreation, and library and cultural arts departments, in addition to standard administrative and public works functions. The operating budget for Fiscal Year 2017-18 is $257.6 million and new CIP appropriations for the year total $54 million. Known for its financial stability, the city maintains an AAA credit rating and has a general fund reserve balance exceeding $61 million.

The Position:  The Senior Applications Analyst performs as a lead and/or at the supervisory level and provides support to end users on sensitive or complex applications that have significant impact on the organization.  The Senior Applications Analyst is responsible to independently create and deploy unique solutions to end users with or without assistance from vendors.

Key Responsibilities

Assists the Information Technology department on long range strategic planning.
 
Provides input on developing Information Technology policies.
 
Partners with departments within the City to identify opportunities to leverage technology to improve business processes, increase productivity and support civic engagement.

Develops request for proposals, bids and information, and performs contract management in accordance with City policies and purchasing ordinances.
 
Guides decisions for enterprise software applications which align to the City's Information Technology strategy.
 
Leads teams of information technology professionals in the maturity of software and integrated information systems.
 
Establishes appropriate relationships and ongoing dialogue with software vendors; ensures software applications are up-to-date; obtains and applies necessary software patches; obtains assistance from vendor to correct software flaws and/or inefficiencies.
 
Manages projects and participates in project teams leveraging ITIL and PMI best practices.
 
Plans, designs and organizes the progress, installation, integration and function of computer-based enterprise applications.
 
Designs, develops, configures and implements application workflow to support assigned departments to enhance business process automation, information flow and/or utilization of software and/or systems.
 
Develops data, procedure and network models to optimize structural design and to assess the performance and consistency of designs.
 
Conducts software application testing and other preparation for software upgrades or new software implementation.
 
Ensures change control processes are aligned with industry standards and follows the process to completion of the change.
 
Develops front and back end interfaces to integrate multiple software applications.
 
Provides custom or unique creation of scripts, tools and interfaces.

Qualifications

Knowledge of:  
Enterprise network infrastructure environment

Enterprise Resource Planning databases
 
Geographical Information Systems, Enterprise content management systems, and Permitting and/or Land development/management engineering systems

Developing and implementing system design procedures to help achieve IT strategic goals
 
Expert knowledge of relational database concepts including design, tables, indices, queries, functions, modules, reports and ODBC
 
Expert knowledge of application development concepts such as system analysis and software development lifecycle
 
Ability to:
Lead, develop and manage projects of significant scope with considerable impact on the organization
 
Provide excellent written and oral communication skills
 
Provide excellent customer service
 
Work independently and within a team
   
Support large scale, complex software application(s)
 
Deal with multiple high priority issues simultaneously
 
Perform basic computer commands and develop scripts

Understand MS SQL and create/maintain databases
 
Perform analysis at a detailed level with the capability to translate the analysis into technical requirements.

Provide senior level support for enterprise systems applications
 
Provide hands-on experience with troubleshooting and upgrading existing operational environments

Communicate complex technical issues to non-technical staff

Experience & Education

Bachelors degree in Computer Science or five to seven years of equivalent experience as a Systems Application Analyst with professional experience in an Information Technology environment or a related function performing user support, training, and supporting the installation, development and maintenance of enterprise application software and servers, including security and access requirements.
 
A Master's degree is a plus.
 
A PMP or project management certification is a plus.

ITIL certification is a plus.
