Examples of Duties:


1. Collaborate with the Dean/Designee and staff to develop, implement, and maintain innovative support services in compliance with Title 5 guidelines and mandates to serve disadvantaged students. Services include but are not limited to outreach and recruitment, orientation, assessment, counseling, financial aid, special workshops, and transfer assistance. Direct and provide leadership for all EOPS/CARE program services.


2. Interpret, implement and ensure compliance with State and local legislation and regulations relating to EOPS and CARE.


3. Develop and implement program, operations and personnel policies and procedures in conjunction with the Dean/Designee and input from staff. Responsible for preparing guidelines and manuals with assistance from staff.


4. Develop the EOPS and CARE budgets in collaboration with the Dean/Designee and input from staff. Maintain accurate financial records, track funding allocations and expenditures to ensure compliance with regulations. Provide regular budgetary reports to staff and administration.


5. Work cooperatively with other instructional and student service departments to provide special instruction and services for EOPS students, such as basic skills instruction, tutoring, library skills, study skills, transfer and career counseling.


6. Develop and maintain comprehensive and accurate records of students in the EOPS and CARE programs in the following areas: outreach contacts, student applications, eligibility determination, acceptance, student utilization of program services, individual educational plans and other data as required by State guidelines and College policies.


7. Review and evaluate the impact of EOPS programs and services on student success and retention.


8. Responsible for the development and implementation of the EOPS Program Student Learning Outcomes (SLO) based on data collection, assessment and reporting.


9. Work cooperatively with Financial Aid and the College Bookstore to provide financial aid and book services to EOPS students.


10. Collaborate with the Dean/Designee to develop and implement the annual EOPS Program Plan, and ensure that the implementation of the Plan is within State and local guidelines. Responsible for submitting program and budget plans to the California State Chancellor's Office.


11. Prepare annual application for program funding, reports, and other documents as required by this College and the State Chancellor's Office in conjunction with the Dean/Designee. Responsible for submittal to College and State by appropriate deadlines.


12. Collaborate with the Dean/Designee to supervise, select, evaluate and train assigned certificated and classified employees in accordance with College personnel policies; determine staffing levels and allocate staff time; provide technical direction and guidance, and prepare and assign staff assignments and schedules.


13. Provide effective leadership to staff through regular staff meetings, staff development and other activities.


14. Collaborate with the Dean/Designee to develop and implement an outreach plan for recruiting EOPS eligible students from local schools, City College centers and community agencies.


15. Collect and report Management Information Systems (MIS) data as required by the State.


16. Convene and coordinate the EOPS Advisory Committee.


17. Participate in College committees on behalf of EOPS. Work closely with other student services and student assistance personnel to coordinate programs/services and assure proper communication and compliance with District policies and procedures.


18. Facilitate and resolve student issues that may arise in any of the functions/areas of the office. Address complaints and handle conduct issues in accordance with the program and College's policies and procedures.


19. Oversee the implementation of technology, evaluate outcomes and update procedures/training manuals to facilitate EOPS services.


20. Participate in meeting of department chairs and the College Council.


21. Attend, represent and participate in district-wide, local, State and national level committees, groups, conferences, advisory boards and professional organizations to develop effective programs and services.


22. Perform other related duties as assigned by the supervisor.
