Police-Civilian Internal Affairs Review Commission (PCIARC) Coordinator

General Duty Statement

The City of Saint Paul is seeking a Police-Civilian Internal Affairs Review Commission Coordinator for the City's Office of Human Rights and Equal Economic Opportunity (HREEO).

Performs highly responsible administrative and professional work providing staff assistance to management and the Police-Civilian Internal Affairs Review Commission (PCIARC) which includes interviewing, complaint intake, report writing, educating, community relations, planning, implementing departmental programs and projects, and coordinating professional level administrative activities. Performs other related duties as assigned.

Typical Duties and Responsibilities: (does not include all possible work duties)

  • Serve as the contact for intake regarding police conduct complaints which may include interviewing and answering questions from potential charging parties, and providing referrals as appropriate, collecting documents, screening complaints.
  • Collect, track, process and respond to requests for information (data practices requests) on all police conduct case investigations for the PCIARC.
  • Publish public hearing notices in accordance with legal requirements.
  • Schedule, prepare, and set up materials for PCIARC meetings, record and transcribe proceedings of meetings, compose summary meeting minutes.
  • Review and update Standard Operating Procedures for completeness and accuracy for use by city staff and the PCIARC Commissioners.
  • Monitor results of the mediations and track the progress of settlement terms until all negotiated action items are completed.
  • Collect, track, process and respond to requests for information (data practices requests) on all police conduct case investigations for the PCIARC.
  • Review process, ensuring compliance with the new ordinance; monitor and arrange training to meet the requirements of the ordinance.

Requirements

A Bachelor's Degree and four years of professional experience in a combination of community relations work and responsible, professional administrative work to include but not limited to project management, report writing, educating, planning, and implementing programs and projects.

Preferred Qualifications:

  • Experience in building community relations, especially within the diverse Saint Paul communities.
  • Experience with Microsoft Office Word, Excel, and PowerPoint.
