The Manager of Professional Services will provide the Design & Construction department with daily analytical and administrative support as well as coordination and implementation of departmental programs, procedures and other related contract analysis and administrative responsibilities in the areas of design, construction, and/or contract administration.
DUTIES & RESPONSIBILITIES:
- Supervise staff assistants within Contract Administration
department.
- Train departmental and MBTA employees in Contract Administration
policies and procedures.
- Provide management response planning to federal and state
audits.
- Oversee authorization and approval process for all
operations, and other non-design & construction task order contracts.
- Manage all contract administration matters and participate
in negotiation of all contracts and contract amendments by preparing required
documentation for authorization, execution and distribution.
- Manage and implement procurement of professional services.
- Review and check contracts, amendments, cost proposals,
claims and other agreements and prepare the same for processing.
- Perform detailed cost analysis of design and construction
phase services proposals during negotiations for contracts and/or amendments.
- Train staff on a standard operating procedures and related
duties, including but not limited to cost analysis.
- Prepare independent cost estimates for design contracts.
- Work with third party consultants and
contractors (engineers/architects) and various departments within the Authority
to ensure all documentation complies with federal and state regulatory
requirements.
- Manage consultants and inhouse personnel
during the preparation of contract documents.
- Oversee and monitor all project status
comments and maintain database tracking.
- Ensure compliance with MBTA procurement
and project manager manual policies and procedures.
- Update and implement changes to the Professional
Services Standard Operating Procedures Monitor the progress of review comments
to see that responses are on schedule.
- Prepare weekly and monthly reports for
senior management relating to projects in design and construction.
- Use computerized and manual systems to
develop and maintain detailed records for all department files.
- Perform Capital Management System (CMS)
and Financials and Materials Information Systems (FMIS) functions.
- Maintain a shared electronic log of all
submittals for Design Department review. Act as a liaison between MBTA and
industry professional organizations as well as between MBTA departments,
providing specific information relative to special projects areas.
- Respond to each inquiry, whether from a
customer, vendor or coworker in a courteous and professional manner.
- Assist in the management of a workforce by
ensuring the fair and consistent application and strict adherence to the rules,
regulations, collective bargaining agreements (if applicable) and policies of
the Authority including the EEO, Anti-Discrimination and Anti-Harassment and
Anti-- Retaliation policies.
- Perform related duties and projects as assigned.
MINIMUM REQUIREMENTS/QUALIFICATIONS:
- A Bachelor's degree from an accredited
institution.
- Five (5) years of experience in contract
administration, project administration and coordination duties, supporting a
large department or group.
- One (1) year of related experience in a
supervisory capacity.
- Proficiency with the MS Office Suite,
including Word, Excel, database, and PeopleSoft applications.
- Effective organizational, analytical, time
management, interpersonal and multitasking skills.
- The ability to pass: background
screenings, a Criminal Offender Record Information (CORI) check, and the MBTA's
medical requirements, including a physical examination and drug and alcohol screening.
- Have a satisfactory work record including
overall employment, job performance, discipline and safety records. For
internal candidates, the aforementioned applies to the two (2) years immediately

SUBSTITUTIONS INCLUDE:
A high school diploma or equivalent from an accredited institution with four (4) additional years of experience in contract administration, project administration or coordination duties, supporting a large department or group may be substituted for the educational requirement.
PREFERENCE:
A Master of Business Administration, Engineering, Construction Management, or a related field from an accredited institution; and/or experience providing project support in a design or construction environment.
