Tolling Financial Consultant

The Organization:  Tolling is an exciting and innovative program that optimizes capacity, enhances mobility, funds public improvement projects and generates revenue for the operations and maintenance of authorized Tolling facilities. In Fiscal Year 2017, tolls generated $178.1 million in revenue for ongoing operations and maintenance of Tolling Facilities.
 
The Opportunity: The WSDOT Accounting and Financial Services Division (AFS) Director is currently seeking a high-level financial expert who is excited to join the Tolling Unit as leaders in the success of Washington Tolling program. This position is management's primary accounting lead and advisor for tolling funds and accounts. The dynamic financial professional selected for this position will be one of the agency's technical experts in; tolling financial reporting; tolling accounting systems and solutions; and tolling financial policy. This position will perform the following work:

  • Financial Policy: formulates or supports the formulation of statewide accounting policy by thoroughly understanding and interpreting complex financial regulations.
  • Financial Reporting: formulates, coordinates, and administers the statewide policy for closing processes and procedures for statewide tolling operations.
  • Financial Oversight: analyze and report on expenditures and revenue data for WSDOT tolling programs for the purpose of communicating accurate useful information essential for the agency's decision making process in planning, budgeting and forecasting.
  • Financial Consultation: work with diverse groups within the agency, across state government and with non-state entities to deliver professional financial consulting services for agency programs, projects and executives.
  • Responsible for the compilation, analysis, and presentation of Financial Statements for the toll facilities, including the central toll account and any additional adjudication accounts.
  • Ensure the accuracy and reliability of financial information contained within WSDOT and statewide accounting systems.
  • Work closely with WSDOT third-party Tolling Vendor.
  • The Tolling Services Financial Consultant will be deeply involved in assisting to build a robust toll accounting program, consulting with the tolling vendor and the Tolling Division in toll accounting on multiple projects.
  • Responsible for customer deposits in excess of $10 million and revenue of more than $100 million annually.
  • Responsible for the overall Toll Financial Statements and provide support to the independent auditors, which are required by bond covenants.

An ideal candidate for this position will have:
  • Bachelor's degree in Accounting or closely related field. An MBA, or equivalent, is preferred.
  • Minimum of five years of recent experience working in complex government accounting organizations.
  • Expert level in understanding and application of GAAP.
  • A strong background in the basics of effective communication, consulting with diverse groups, developing policy and mentoring agency financial staff.
  • Highly experienced in the specialized field of governmental financial statement preparation and presentation.
