Scientific Program Analyst - Data Access and Sharing

The National Human Genome Research Institute (NHGRI) at the National Institutes of Health (NIH) seeks highly-motivated applicants for a Data Access and Sharing Scientific Program Analyst opening in Bethesda, MD.
 
This is an exciting opportunity for individuals with at least a Bachelor’s degree in a biomedical sciences discipline with up to five(5) years of related experience in data access and data submission systems. This is an ideal position for applicants seeking at least a two-year appointment. The position primarily supports data access and sharing related activities at by the National Human Genome Research Institute (NHGRI). The Scientific Program Analyst primary responsibilities is to carry out data access and sharing administrative duties and scientific analyses in support of a Ph.D.-level health science manager in the NHGRI Extramural Research Program. Secondary responsibilities include assisting Scientific Review Officers in performing searches and recording candidates (and their institutions) for conflict-of-interest, expertise, and review service.  
 

Candidates for this position will carry out duties in support of the NHGRI mission and data access and sharing related activities including:

·       Create and maintain data access and data submission tracking systems and reports.
  • Maintain databases and spreadsheets for tracking and analyzing data access requests and reports.
·       Provide administrative and logistical support including scheduling meetings and preparing draft agendas and minutes for NHGRI-hosted Data Access Committees and other related data access and sharing meetings.
  • Respond to email and telephone inquiries on data access and data sharing procedures.
  • Provide administrative support for reviewing and entering studies into a data base registration system (e.g., dbGaP).
  • Design, develop and maintain databases, Listservs, spreadsheets, PowerPoint presentations, tables, graphs, and other computer applications.
  • Present data sharing training materials to program staff, Data Access Committee members, and other NHGRI and/or other relevant IC staff.
  • Stay current on NIH policies related to genomic data sharing by participating and supporting NHGRI needs and activities as a part of NIH-wide committees charged with the implementation of data sharing policies.
  • Work with staff on conducting literature reviews in the area of genomics and bioethics of genomic data sharing.
  • Undertake special assignments requiring fact-finding research; draft data requests and usage reports.
 
*** This is not a laboratory research position. Duties are carried out in an office environment.
 

Required Qualifications and Skills:

·       Recent college with BA/BS in a biomedical sciences discipline with a preference for individuals with up to five (5) years of related experience.
·       Strong oral and written communication skills.
·       Strong organizational skills to proactively manage multiple tasks with the ability to attend to details
·       Independent thinking skills
·       Ability to synthesize information and understand underlying relationships to transfer knowledge to new situations
·       Exemplary work ethic and professionalism
·       Strong skill set in using a variety of software packages including working knowledge of Outlook, Word, Excel, and PowerPoint
 
This is a contract position for at least minimum of 2 years with additional years based on performance. The successful applicant will be an employee of an NIH contracting agency. The contracting agency offers competitive salaries and a generous benefits package.
