CTUIR MISSION STATEMENT 

 

Exercise the Tribe’s sovereign authority to achieve the maximum protection of resources identified in the Treaty of 1855, to protect newly acquired lands wherein the Tribe has a vested interest, to protect the lands of all the citizens and residents of the Umatilla Indian Reservation. This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation. 

 

GENERAL STATEMENT OF DUTIES

The Department of Economic and Community Development promotes the interests of members of Umatilla Indian Reservation by creating jobs, increasing revenues, and contributing to a diversified and developed economic base, through creating opportunities for continue advancement of all sectors of the community. 

 

CTUIR has compacted through a 638 Agreement with BIA the Probate Program. The Probate Program compiles inventories of Indian Trust assets and family information, and to coordinate the timely distribution of trust assets with the Office of Hearing and Appeals (OHA), the Branch of Land Titles and Records, and Bureau of Trust Funds Administrative (BFTA).

 

The Land Specialist serves as part of the land program team within the Department of Economic and Community Development. Primary duties will include two critical areas, implementation of the Tribal Inheritance code acquisition, and assisting with day-to-day administrative assistant duties, which may include: maintaining appraisal request logs, purchase requisition and purchase order logs, and compensation time logs; assisting with the accumulation of land staff timesheets; assisting with monthly, quarterly, and annual land reports; assisting with developing correspondence and other related clerical duties as needed. Secondary duties will include assisting with special projections within the land area, for example, presenting the Land Buy Back Program. The Land Specialist also maintains land acquisition files, maintains fee-to-trust files and applications for fee-to-trust, prepares maps via the GIS system, assists with appraisals and land description reviews, maintains land database records, including adding, deleting, and correcting the land, owner, and lease databases, and coordinates these records as they relate to the GIS mapping database. Other related duties as assigned. 

 

EXAMPLES OF ESSENTIAL JOB DUTIES & RESPONSIBILITIES

 

INHERITANCE CODE: Must understand the Umatilla Inheritance Codes and the application of the inheritance code on probate issues as related to the Umatilla Tribal lands for the option to purchase.

 

Based upon the death notices reported to this office by the BIA realty offices, maintain a log of deaths.  on those estates that will be affected by the Tribal Inheritance Code. Prepare estate file, advise all non-Umatilla enrollees who are potential heirs to an estate by certified letter of their right to enroll with the CTUIR, prepare inventory of all lands involved with each estate as a Notice of Election to purchase, publish written notice in the Confederated Umatilla Journal, when needed prepare Resolution for presentation to the Board of Trustees, or their designated committee and submit final package to the BIA Probate Specialist. This position is responsible for maintenance and upkeep of the inheritance transaction folders and databases. Work closely with the Tribal attorney as needed and keep the Land Manager and the DECD Director apprised of the status of transactions and any potential issues as they arise.  Develop and maintain a log of inheritance code purchases, title transfer orders, and escheated acquisitions. 

 

LAND ADMINSTRATIVE ASSISTANT: Work on land management projects which will vary with the needs of the program.  For example: presently working on the land buyback program, including land descriptions, mapping, and the development of a land inventory acquired through the Land Buy Back Program. 

 

  1. Develop and maintain critical logs for appraisals, land acquisitions, purchase requisitions/orders, fee-to-trust applications, and other day systems that need to be tracked.

 

  1. Coordinate with other land program staff on the land data bases owned by CTUIR in comparing the Bureau of Indian Affairs Title Status Reports, make necessary additions, deletions and changes to the current land, ownership and lease databases currently being used that will be the eventual base record for the Land/Mapping system being developed. 

 

  1. Work directly with the Tribal GIS program to ensure the CTUIR maps are updated based on acquisition transactions by inheritance code and purchases through land acquisition of trust and fee parcels.  Be willing to obtain GIS training to use GIS to make maps as needed. 

 

  1. Must possess an ability to work with limited supervision but be able to keep your immediate supervisor informed of progress on tasks and share information with others when needed.

 

  1. Must always maintain strict confidentiality.

 

  1. Must agree to complete the Bureau of Indian Affairs and Appraisal Valuation Service Office background checks and background clearance. Including completing the necessary training as required and as needed. 

 

  1. Ability to carry out assigned duties/projects in an efficient and timely manner with minimal supervision.  Must handle multiple projects/tasks and work within defined timelines.

 

  1. May be asked to assist with gathering and verifying land staff timesheets.

 

  1. Must become knowledgeable about the CTUIR internal processes.

 

  1. Must have excellent computer skills and capacity with MS Office various software programs.  Be able to organize and keep track of large projects from beginning to end. 

 

  1. Other duties as assigned that relate to the job duties identified with the land program. This may include assisting other staff with DECD on projects that require staff support.

 

  1. Assist in answering telephone(s), records pertinent information and refers calls to appropriate staff.

ACCESS TO SENSITIVE AREAS:

Yes, confidential land and land ownership information. Position requires the Tribe’s background check and BIA System Background Check to be employed.   Full-time employment is contingent upon successful completion of the extensive background check criteria.  

 

REQUIRED MINIMUM QUALIFICATIONS:  (It is the responsibility of the applicant to demonstrate in writing he/she does meet the following minimum qualifications.)

 

  1. Bachelor’s Degree and three (3) years of work experience within Tribal Government Organization OR Associated Degree in general studies with five (5) years of work experience in Tribal Government Organization OR
  2. High school diploma or equivalent, PLUS six (6) years of experience with Tribal Government Organization and with specific knowledge on Tribal processes and procedures.
  3. Must have strong interpersonal and communication skills, including the ability to process equipment and software, including Word, Excel, Power Point, Outlook, Adobe, and other Office Suite software. Knowledge of computers and other office technological equipment must be kept current by attending training as directed by supervisor. Will be required to develop skills on to input into the BIA and AVSO software systems.
  4. Must be able to read a legal description and be able to locate an allotment on a map. 
  5. Must have knowledge of land terminology.
  6. Must know how to order preliminary title reports and obtain title status reports.
  7. Considerable knowledge of general office practices and procedures. Individuals must be highly organized and have good filing skills.
  8. Must be able to operate and maintain office machines (copiers, fax machines, printers, scanners, etc.).
  9. Must have a valid state driver's license, reliable transportation, and meet Tribal insurance requirements.
  10. Must be able to secure sources of information relating to Tribal problems/concerns. Must become knowledgeable of the types of services provided by the Tribal Governmental programs.
  11. Considerable knowledge of general office practices and procedures. An individual must be highly organized and have strong filing skills.

 

PHYSICAL DEMANDS:

 

  1. Ability to sit, stand, and walk around for long periods of time.
  2. Ability to drive to various locations on the Umatilla Reservation to visit properties owned by CTUIR or potential acquisitions.
  3. Ability to sit in automobiles and/or airplanes for travel to conferences, seminars, and training.
  4. Ability to lift to 45 pounds of records or other material in storage containers/totes/boxes, over the head.

 

Pursuant to Tribal Worker’s Benefit Code, Section 4.02.A.  “All workers shall disclose any pre-existing physical or mental disorder and/or disability that could potentially affect or impair the worker’s ability to perform in a reasonable and safe manner the activities involved in the position in which they work. The Tribe's employment preferences shall be as follows: 

 

1.  Indian Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities within the Tribal government to CTUIR members and to other Indians enrolled in federally recognized tribes. This CTUIR member and Indian preference shall be applicable in all employee hiring, promotion, and transfer decisions. 

2. Veteran’s Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities to veterans honorably discharged from the United States Armed Forces. 

3. The employment preferences set forth in this section shall apply to all Tribal programs regardless of the program's funding source and shall apply to all classes of positions referenced in §3.05. 

4. Except for the employment preferences authorized under this section, it shall be the policy of the Tribe that no employee or job applicant shall be discriminated against in pursuit of employment or career growth due to race, color, religion, gender, sexual orientation, age or national origin.

The Confederated Tribes of the Umatilla Indian Reservation has a “Drug Free Workplace Policy” and will conduct Pre-Employment Drug Testing.  A pre-employment drug test is required before any employment offer is to be made.  All tribal employees classified as safety sensitive are subject to random Alcohol and Drug testing pursuant to the Tribal Personnel Policies Manual.
